what worries me is

When a client's PC requests a page that happens to be cached in the ISP's server, the server doesn't have to reach across the whole Internet to get that page--it just sends its version straight back down the telephone line. That, added to local caching by your browser, results in a serious performance increase.

isnt that like 'spoofing'?

Spoofing is kinda like faking the header of the data packets so i don't think they are really the same.

The method mentioned is just to increase the speed to load a page instead of requesting from the server directly. Being a ADSL user, this doesn't affect much but i'm sure 56k users should be happy about this.

hmm.. a question, if they cached the file onto their server won't the user get a slightly dated version?
(ie like newspaper articles, everyday sees a different set of news on the front page)
