I'll start by saying that I came up through the science stream and therefore am not an arts type person. I also do not have any direct experience with CENFAD but I have worked closely with Synchrosound Studios before as well as having served on external exam panels for LKW and ONE Academy so I figure I might get the opinion ball rolling.
First off:Do NOT opt for Saito.
I had a cousin who did Industrial Design there and during the crackdown by the MoE (Ministry of Education) his course was found to be lacking and a C&D (cease and desist) was issued. Because of this he had wasted almost 3 years at Saito and had little to show for it. Maybe they have their act together now but if they were lacking in ethics then, it stands to reason that they are likely still lacking in ethics now.
Next, CENFAD:I had a look at their website and as I understand it, you're planning to do "Fashion Design - KP/JPS(KA4149)" the 'KP/JPS(KA4149)' at least goes to show that they took the trouble to go legit and since CENFAD is supposed to be a NPO (Non-Profit) they get kudos from me since all the Educational institutes I've ever attended (with the exception of government schools) were all profit seeking capitalists.
Another thing I liked about CENFAD was its supposed max of 20 per class as well as the 'International Community'. If you're fortunate enough to have any of these foreign students in your class be sure to befriend and keep in touch with them. (I have found that who you know is at least as important as what you know.)
CENFAD works closely with Encorp(NTV7) and Synchrosound. I worked alongside Synchrosound on some projects before including a Rahim Marof music video and the Police Museum in the Botanical Gardens. There were incidents where Synchorsound had the opportunity to screw me over but stood by me instead. For that, they have my sincerest respect. My reasoning right now is that if Synchrosound are honest forthright people then the organizations they choose to associate with should be as well.
Unfortunately for you, NTV7 and Synchrosound co-operate only on the Broadcast Arts and New Media programs. So all my high praise may have little to no bearing on the course you have chosen.... which brings me to....
Your choice of program:I know nothing about your situation or why you choose Fashion Design, so I strongly suggest doing some online personality profiles (with focus on looking for your ideal career) or even using the excellent service provided by the local Anime Malaysia guru: Stromy001!
Simply head over to

Based on the info we have on you so far:
1) You want Communication/Fashion Design/Graphic & Advertising programme.
2) In KL/PJ.
3) No LKW.
Assumptions:
1) Creativity is your thing.
2) Your financial resources are less than extensive.
2.1) Maybe you want to stay close to someone.
3) The guy with the fake hair pisses you off in some way.
If it's been your dream to create the fashions that will adorn the bodies of millions (or at least the few who walk the catwalks of Paris, Milan, New York and Shanghai) then by all means, Fashion Design is definitely the course for you.
If not, your career choices should be reviewed somewhat.
You need to have some pressing reason to choose Fashion Design... say your parents own a Tailor shop, or Textile Manufacturing Plant or something to that effect. (Maybe you want to own your own Anime Costume Shop someday) Unless that is so, you'll find the world of fashion to be something incredibly hard to break into. This will be especially true if assumption 2) is the case for you.
If you're simply looking for a good creative type diploma to work from, then I suggest Communications as the programme that offers the most flexibility and robustness.
