How To Start RO Private Server

I'm wondering on how to start a RO private server... I have a bit of knowledge in C and mess around with freya and eathena server setting a lot...

the problem is how im gonna let people to play in my server to download any file that neccessary to play it?.. and i always wonder... can streamyx 1mb/sec connection host a server? All i see private server out there have at least 100mb connection... well the truth is i dunno a lot bout networking stuff...

and what about licence stuff...izzit legal to start a private server in Malaysia?

Anybody have idea on this...

ask any1 on this site cause i playbut my friend download that for me it   
and i could say the streamyx can be the host server
